If you stop sales you will pay the price.
We did this once last year when we had more sales than we could handle. Instead of hiring more to help with the load we passed on a couple contracts or said we'll call you when we have room. A few weeks later sales dropped and we were scrambling to make up.
Since then, we've made it a principle to never stop sales, just always have recruitment ready.
